The practical reason is that on the days that they have Physical Ed they can wear the athletic uniform the other days they have to be in the more formal one. You can imagine which days the kids like better! This applies not only to elementary school but all the way through high school.

A very unspiritual question: Why do half the children have athletic suit uniforms and half a more formal dress? (I think they all look great!)

That makes sense. It would definitely have raised my opinion of gym class!
